I want to use this with a touchscreen. If the user touches the screen will it start to swivel or will it stay in place? In other words, will tightening the knob prevent it from swiveling?

As long as both knobs are of the are tightened down there won't be any movement from the swivel arm or the ball connections.
Does this swivel freely? Or does it tighten when you turn one knob? Do you have to loosen both knobs for it to swivel?

Each tightening knob controls the movement/opening of the corresponding side. Loosening one side will not cause the other side to move but you can adjust each side individually.
